Seizing the Moment in Energy

Speakers

Howard A. Learner is the Executive Director of the Environmental Law and Policy Center, responsible for overall strategic planning and administration, overseeing all program areas, and managing and securing the budget. Mr. Learner is an attorney specializing in complex civil litigation and previously served as the General Counsel for Business and Professional People for the Public Interest, a public interest law center in Chicago. J.D., Harvard Law School, 1980; BA, Political Science, University of Michigan, 1976.

Seizing the Moment in Transportation

Scott Bernstein is President of the Center for Neighborhood and Technology (CNT), which develops resources to promote healthy, sustainable communities. Bernstein is a founding board member of both the Surface Transportation Policy Project and Smart Growth America. He was appointed by President Clinton to the President’s Council for Sustainable Development, and served as co-chair of the task forces on State, Local and Regional Initiatives as well as the Metropolitan Strategies Working Group.
