Economic Development

How can cities effectively participate in economic development? What can cities do to improve the quality of jobs? What are the sorts of data and data analysis needed, the sorts of staff capacity needed, the best techniques on process, etc., and how are they most cost effectively acquired? This section deals with economic development and job retention/creation issues.
